If I wanted to partiicipate as a navigator in the RAL TSD later this year, could my (8-yr old) child ride along in back as a passenger with me and the driver?  I looked at the Road Rally regs, and it said that "No person over the age of 12 can ride as a passenger."  Anyone know for sure what the rules are?

I would say that the line about

No extra passenger over the age of twelve years will be allowed to ride in a competing vehicle except by express permission of the Chairperson of the rally committee upon his or her receiving satisfactory assurance that the presence of the extra passenger(s) will not put the other contestants at a disadvantage.
strongly implies that younger passengers are permitted, and I think I have seen it done, but that may have changed.  I think the instances I am thinking of pre-date everyone having to get a weekend membership to do anything with the club.

I believe that in the past RAL rallies have been fairly lax in the children in the back seat rule.  I seem to remember Chang bringing KimSoo when she was about a year old.

Then again, the 12 year limit may be an insurance thing.

Well, she'll be a member herself by that point (she drives karts in Solo) so that won't be an issue.  Thanks for your opinion.

Typically, they are not allowed as passengers in rallies, however, since RAL is not a NERRC (championship) event, children ARE allowed.  It is good clean family fun.  I have video of pitch darkness and my kids laughing like crazy as we went into turn one and I squashed them against the passenger door.   Ok, just remember that half of the rally runs in the dark and the finale is usually around midnight.  Disclaimer:  The Rally Committee will not be responsible for cranky little demons the next day.
