Rules Discussion Topics for 2007 NER RX rule changes

The following are the rule change suggestions that were brought forward during the submission period.  Please post all comments to rallyx@ner.org so all competitors may see comments on these topics.  Comments will be taken from 1/1 thru 1/10 at which point they will be taken under consideration by the NER RX Operations Committee.  Final discussion and rulings will be rendered during the Annual NER Conference on 1/19-20.
 
#1 - Studded tires
 
a.  The Supps say a Prepared or Modified car can show up with studded tires at any event.   We have only been advertising each winter event saying when studs ARE allowed.  Maybe we must advertise every summer  event, saying  when studs are NOT allowed.
 
 
b.   I'd like to see this rule solidified for the Region. I would be pretty upset if I bought 4 new studded tires only to find out I can't acquire points when running them in AWD prep. I would really like to use them because I would use them as street tires as well ... my 2 cents: we need to make a determination for the region and not make it event specific.
 
#2 - Harnesses
 
Rule 4.5.3, should <say> that be "a 5 or 6 point harness CAN be used ONLY in vehicles with cages" vs. the current "In vehicles with cages, a 5 or 6 point harness must be used." If I remember correctly you don't want a strap limiting your ability to submarine if your in a non-caged car so if the roof collapses you wont crushed as badly.
 
#3 - Championship computations (# of events) 
 
Been thinking a lot about the way we score the season and wondering if we should really be counting points for every event towards final standings. We consider ourselves a seed for rally, and rally scores all events. Even when we score a specific event, all runs count rewarding consistency (just like rally). So its a bit odd to tally final points in a fashion that does not support consistency (you can write off events).
